What is an Assisted Living Facility?

An Assisted Living Facility provides care for seniors who need some help with activities of daily living yet wish to remain as independent as possible. A middle ground between independent living and nursing homes. Assisted Living Facilities aim to foster as much autonomy as the resident is capable of. Most facilities offer 24-hour supervision and an array of support services, with more privacy, space, and dignity than many nursing homes- at a lower cost.


Assisted Living Facilities are also called:
  • Personal care homes
  • Residential care facilities
  • Domiciliary care
  • Sheltered housing
  • Community residences

An Assisted Living Facility helps seniors with personal care such as:
  • Bathing
  • Dressing
  • Toileting
  • Eating
  • Grooming
  • Getting around

Daily contact with supervisory staff is the defining characteristic of an Assisted Living Facility. Medical care is limited but may be possible to contract out for some medical needs such as home health, physical therapy, and occupation therapy.


The key characteristics of Assisted Living Facilities include:
  • Activities of daily living (dressing, personal cares)
  • Community activities (social events, outings, etc.)
  • Community services (laundry, cleaning, etc.)
  • Health services (medications, nursing care but not skilled nursing)
  • Environment (personal freedoms)
  • Overall health (physical, emotional)

Appropriate Candidates for Assisted Living:

Residents may suffer from memory disorders, or simply need help with mobility, incontinence, or other challenges. Assisted Living is appropriate for anyone who can no longer manage to live on their own but doesn’t require medical care. If a senior needs several services such as dressing, toileting, housekeeping, or transportation an Assisted Living Facility may become a more economical alternative to home care services. It is often the first stop for an independent elder who may need assistance with daily living.  Some residents may need Nursing Home Care: other residents may qualify for Assisted Living from a Nursing Home or from a hospital after a period of satisfactory rehabilitation.


Services provided in an Assisted Living Facility:

The basic services an Assisted Living Facility provides include:

  • Three meals per day
  • 24-hour supervision
  • Personal care assistance (bathing, dressing, grooming, eating)
  • Housekeeping and laundry
  • Transportation
  • Minor medical supervision, such as assistance with medication
  • Security and emergency call systems
  • Health and exercise programs
  • Social, cultural and education activities

The Assisted Living Facility is NOT a Skilled Nursing Facility or Nursing Home, those facilities offer:

  • Comprehensive assistance provided for all personal cares (bathing, dressing, grooming, feeding, incontinence care)
  • Extensive medical need requiring daily attention by a Certified Nurses Aid (CNA), Registered Nurse (RN) or Licensed Practical Nurse (LPN) supervised by a Medical Doctor (MD)
  • 24 hours on site medical staff RN, LPN and CNA with a MD who is on call
  • Limited independence
  • End of Life Care
Payment Options:

In Idaho, assisted living facility payments are primarily handled through private funds, but Medicaid and other programs can help cover costs, with some programs like the Home & Community Based Services (HCBS) Waiver assisting with care costs, not room and board.

Common Payment Methods:

  • Private Pay: Most individuals and families cover assisted living costs through their personal savings, social security or bank accounts.
  • Long-Term Care Insurance: Some policies can help cover the costs associated with assisted living care.
  • Family Contributions: Family members may contribute to cover costs.

Government Assistance Programs:

  • Medicaid: While Medicaid doesn't directly cover the cost of assisted living, Idaho has a waiver program called the Home & Community Based Services (HCBS) Waiver that can help cover some costs associated with care.
    • Medicaid Eligibility: To be eligible for Medicaid long-term care, individuals must meet certain income and asset guidelines, and be either elderly, disabled, or have a disability diagnosis under the Social Security Act.
  • Veterans Benefits: Veterans may be eligible for benefits that can help cover assisted living costs.
  • Idaho Aged and Disabled Waiver: This Medicaid program supports Idaho's older adults and disabled citizens, enabling individuals who qualify for nursing facility care to live in home or community-based settings instead of institutions.
